The Opening Convention worship service was a Service of Prayer and Preaching from the new Lutheran Service Book, with Rev. Paul Cain, District Worship Chairman, serving as liturgist and synodical representative, Fifth Vice President David Buegler, serving as the preacher. The first main item before the convention was Resolution 2-01, "To Return the Position of District President to a Parish Based District Presidency." Following little discussion and one amendment, Resolution 2-01 was defeated. The District Convention also voted "To Realign District Circuits" (Resolution 2-05), "To Divide the Wyoming District into Regions" (Resolution 2-02A) and "To Elect Regional Vice Presidents" (Resolution 2-03). The Convention next proceeded with the election of a new full-time District President, and Rev. Richard Boche of Our Savior Lutheran Church in Cheyenne, WY was elected on the First Ballot with 63% of the vote. The newly aligned regions of the circuit met to caucus concerning nominations for their regional vice president. Ballots were prepared for the convention to consider based on those nominations and the following were elected:
Elections were then held to rank the above regional Vice Presidents for purposes of succession, with the following results:
The District also passed two resolutions relating to youth and young adults, "To End All Joint Campus Ministry with the ELCA"(Resolution 3-05) and "Regarding Youth Work for the Wyoming District" (Resolution 4-04). The newly developed circuits caucused in order to elect their new circuit visitors. They also had the opportunity to choose a name for their circuit (identified below in parenthesis):
